I’ve had a lot of problems with batteries with my Apple Bluetooth (wireless) Mighty Mouse, including this “tracking” problem, but fortunately everything just came to a happy conclusion. You will likely see some gunk come out of the scroll ball hole and stick to the paper. Do not try taking it apart to clean it. I thought my mouse was screwed until I got a fine paint brush in there and cleaned out around the rollerball part.
