It's what I did on a ATI Radeon PCI-E card, where the fan had stopped, the bearing dry. Well based off the information it seems like the fan header on the card is not working anymore because if the fans spin up when plugged into power yet will not Images-http://1.bp.blogspot.com/_YVcEdUnh0...http://hothardware.com/articleimage...Also, I THOUGHT the card was working fine, but the fan is not spinning as fast as before and it continues to overheat. Inconvenient solution: Replace it with a non standard fan. I think messing around with the fan might void the warranty, like Conlan said.
