Those are the only two things I did different, and it did start. I started up my computer this afternoon and noticed that my power supply's fan was running a lot louder and faster than normal. Brajko2: Thanks for the links! I believe that this is related to an ATX issue on the motherboard not registering the power initialisation for all components.

There's this little three-pin white connector thing on my side-panel (the one that slides off) case fan. I am POSITIVE that the noise comes from the PSU though. they were set to low, and I set them to medium. I am using stock thermal paste not AS5 so that may also be a cause, but I didn't think it would be this big of a gap. I also found a switch hidden under some of the PSU cords that lets me switch the speed of all the fans.
